Ukraine Moves to Legalize Medical Cannabis for War Veterans’ Relief

Russia’s invasion kindles major marijuana rethink.

Ukraine is set to legalize cannabis for medical purposes, aiming to provide relief to war veterans suffering from physical and mental trauma. The marijuana bill, which easily passed its first reading, received overwhelming support from 268 out of 344 lawmakers. The legislation now awaits a second reading before being presented to President Volodymyr Zelensky for final approval.

This move reflects a significant shift in attitudes toward marijuana since Russia’s invasion of Ukraine, reports The Telegraph. Previously, in 2021, a similar bill was swiftly defeated. However, cannabis is now recognized as a viable alternative to traditional prescription drugs in treating the numerous soldiers and civilians affected by the war.

While specific casualty figures for Ukraine remain undisclosed, it is believed that they are fewer in number compared to the estimated 200,000 Russian soldiers who have been killed or injured. Leaked US intelligence documents in April estimated Ukrainian casualties between 124,500 and 131,000 by February, with up to 17,500 deaths in action.

Advocates of medical cannabis legalization argue that it can effectively alleviate pain and symptoms associated with post-traumatic stress disorder (PTSD), often proving to be a safer option than prescription opioids. According to a World Health Organization report from February, approximately one-quarter of the Ukrainian population and 60% of its soldiers may be suffering from depression or PTSD as a result of the war. The report also noted that mental health services in the country have been deprioritized in favor of expanding trauma unit capacities.
